There are two products offering Apache-like URL rewriting for IIS: ISAPI_Rewrite and Helicon Ape. In the center window pane, scroll down to and Double-Click the Server Certificates icon. However they do not provide support with an IIS Server configured as reverse proxy with ARR before the app's web servers.
